Single Use Carrier Bag Consultation

The Welsh Assembly Government is asking for views on proposals to introduce a charge on single use carrier bags. This new charge will apply to a range of carrier bags, which are currently handed out free in many shops. Customers will have to pay the charge at the point of sale at all retail outlets, the suggested charge is between 5-15p per bag.

WCVA has produced a briefing paper which gives you more details about the consultation and how to respond to it (consultation closing date: 21 September 2009).

WCVA will be making its own response and would welcome the views of the third sector.

Our initial judgment is that we should support the proposals to introduce a charge on single use carrier bags for three distinct reasons:

1. We believe that it will have a positive environmental impact
2. We believe that ill help have a positive impact on individual behaviour
3. We support the proposal that the funds raised from charging for the use carrier bags should be reinvested in community environmental action through grants for local community projects

Ymgynghoriad ar Fagiau Siopa Untro

Mae Llywodraeth Cynulliad Cymru’n gofyn am farnau am gynigion i gyflwyno tâl am fagiau siopa untro. Bydd y tâl newydd hwn yn berthnasol i amrywiaeth o fagiau siopa, sy’n cael eu dosbarthu’n rhad ac am ddim mewn llawer o siopau ar hyn o bryd. Bydd yn rhaid i gwsmeriaid dalu’r tâl yn y man gwerthu ym mhob canolfan adwerthu, ac awgrymwyd codi rhwng 5 a 15c y bag.

Mae WCVA wedi llunio papur gwybodaeth sy’n rhoi mwy o fanylion ichi am yr ymgynghoriad a sut i ymateb iddo (dyddiad cau’r ymgynghoriad: 21 Medi 2009).

Bydd WCVA yn gwneud ei ymateb ei hun a byddai’n croesawu barn y trydydd sector.

Ein barn gychwynnol yw y dylem gefnogi’r cynigion i gyflwyno tâl ar fagiau siopa untro am dri rheswm arbennig:

1. Credwn y bydd yn cael effaith gadarnhaol ar yr amgylchedd
2. Credwn y bydd yn helpu i gael effaith gadarnhaol ar ymddygiad unigolion
3. Cefnogwn y cynnig y dylid ail-fuddsoddi’r cyllid a godir o godi tâl am ddefnyddio bagiau siopa mewn camau amgylcheddol cymunedol drwy grantiau ar gyfer prosiectau cymunedol lleol
