Cylch has been awarded £250,000 by the Welsh Assembly Government to administer a Zero Waste Programme Fund that shall:
"Provide funding for community based projects aimed at reducing residual waste disposal from selected communities, as close to zero as practicable".
Following consideration of how the money might best be spent and with the agreement of the Assembly Government the following notice is issued:
Cylch invites Expressions of Interest (EOI) from Full member projects to receive Grants 1 and 2 as specified below to create exciting Zero Waste Places in Wales. EOI are also sought from Associate members for Grant 3.
There are three projects – one big one and two smaller ones.
Eligibility
Once again we seek examples of good partnership working. The cross sector Board will look for this aspect in particular as a main priority in selecting successful proposals.
Cylch Full members must be lead applicants for Grants 1 and 2 and Cylch Associate members for Grant 3.
All EOI’s must be submitted by close of business on Friday 5th June 2009.
GRANT 1
Zero Waste Community Grant – A grant for any town or village in Wales that commits to achieving Zero Waste through innovative community led approaches and equal partnership across the interested sector parties. The objective of Zero Waste is to reduce residual waste disposal as close to zero as practicable. The value of the grant is £170,000. £153,000 shall be paid upon award of grant and £17,000 shall be retained to ensure appropriate monitoring and final reporting.
GRANT 2
Zero Waste Idea Grant – A grant for development of a new technology, product or approach provided by or in partnership with a community group and which contributes to reducing residual waste disposal as close to zero as practicable. The value of the grant is £30,000. £27,000 shall be paid upon award of grant and £3,000 shall be retained to ensure appropriate monitoring and final reporting.
GRANT 3
Zero Waste Local Authority Support Grant, to fund a post or a programme within a Welsh LA that is committed to achieving Zero Waste in a defined community within its area such that residual waste disposal is reduced as close to zero as practicable. The value of the grant is £25,000. £22,500 shall be paid upon award of grant and £2,500 shall be retained to ensure appropriate monitoring and final reporting.
Expressions of Interest
We require applicants to declare that they will attempt to reach Zero Waste and to state how they propose to do that and to specify their sources of funding.
For Grants 1 and 2 it is intended that the funds will be used as contributions to the overall funding of business plans.
DEADLINE FOR APPLICATION.
Three copies of the EOI are to be submitted by Friday 5th June 2009 giving as much detail as possible about the project, the partners (stakeholders) involved, their qualification and capacity to deliver the project and proof of anything that needs certifying in the application.
A cross sector Board will select a shortlist of projects to be invited to proceed and to give a presentation in time to award those projects the resources requested in accordance with the applicant’s stated need of payment as scheduled in the detailed application.
Grant 1.
o Must produce a fully costed and funded Zero Waste Business Plan
Grant 2
o Must produce costed and funded Business Plan
Grant 3.
o Must produce Council minute in support of Zero Waste Policy and a job description of the Zero Waste Officer.
The money is mostly up front and must be spent by 31st March 2011.
Prior to any request to proceed following the submission of the EOI, further details for clarification and detail may be required and will be requested in advance of presentation.
Cylch will administer the fund and carry out monitoring of outputs that must be clearly stated in the application.
10% of Grant will be retained for a final report on each project at its termination.
